認真地找了維基百科的注釋:

是一種軍事戰略。此戰略包括當敵人進入或撤出某處時破壞任何可能對敵人有用的東西。中文中「焦土」的意思包括燒壞農作物來摧毀敵人的食物來源，古稱堅壁清野。這個戰術辭彙在現代使用上並不限於使敵人食物缺乏，還可以包括破壞遮蔽所、交通運輸、通訊與工業資源。這樣的行動有可能會被位於敵軍佔領區的軍隊繼續貫徹執行，甚至是位在自軍佔領區的軍隊。這個詞彙常與「刀耕火種」弄混，後者並非是軍事戰略，而是一種農耕技術。它有可能會包含，但不會與懲罰性的破壞敵人的資源這樣的行為相同，因為「焦土」是比較「戰略」而非「戰術」的技巧。
